Design Info & Specs
*Prevailing Wage Rate Info. – Prevailing Wage applies to these projects. Wage Determinations are provided from the PA Department of Labor & Industry. Bidders should use the appropriate wage categories for personnel working on the project (i.e. Operators, Truck drivers, Carpenters, Laborers, etc.) when developing their bids.
Contract Appendix – SCC Contract Attachments – This project is funded by the PA State Conservation Commission’s (SCC) Agricultural Conservation Assistance Program (ACAP). Therefore, the selected contractor will be subject to the provisions of this Appendix which apply to sub-contractors to the overall grant contract between the landowner, the Wayne Conservation District, and the PA SCC.
Important Site Meeting:
IMPORTANT! Contractors interested in providing a quote on the project must visit the project site for a required pre-quote examination of the areas to become fully informed as to all existing conditions and limitations including access and availability of materials.
The mandatory site showing will be at the Schweighofer Farm at 9:00 AM, January 26th, 2024.

Quotes must be received by the landowner or at the office of the Wayne Conservation District by 3:00 PM, Monday, February 12th, 2024.
Site Showing Discussion Items/Quote Clarifications:
- The original design documents were generated for an alternate site. Adjustments were made to the design to enable site change. Please make sure you identify all the revised drawings. Ask for clarification if unsure which design drawing to utilize.
- Adjustments to Design: Post On 15” Curb Detail- Raise the feed pad to 6 inches from top of curb. (maximum height)
- Additions to Design: insulated hot room to house well pressure tank and electric panel (8ft x 8ft) on northwest gable end of HUA. (No drawings provided, simple design/read description.)
- Additions to Design: 8 Waterers in HUA (concrete and thermal tube design and layout included): Also reference: https://www.energyfreewaterer.com/WP/lapp-waterer-installation/
- Each waterer must include an underground shutoff valve
- Additions to Design: 4 Frost Free Hydrants in HUA. (Wrap pipe to prevent concrete from binding to the pipe before pour.) 2 Frost Free Hydrants on NW side of HUA: on either side of gateway.
- PA ONECALL was conducted by NRCS with no underground utility issues.
- Materials to be provided by Landowner: Bekaert 13-48-3 fence, possibly locust posts, 20,000ft of 1 inch polypipe (330PSI), Livestock waterers and thermal tube, watering troughs for pasture systems, can provide large stone for stream crossings, can blast for red shale fill, headgates of some kind/gates.
** Please note: There has been some confusion about the bonding requirements. We will require a performance bond and a payment bond that meets the following criteria, as outlined in the “Instructions” document on the bidding website which reads as follows:
10. PERFORMANCE BOND
A. The successful Contractor(s) shall deliver to the Landowner executed Payment and Performance Bonds each in the amount of 100% of the accepted bid price for this contract as security for the faithful performance of the Contract. The sureties of all bonds shall be such surety company or companies as are approved by the Project Sponsor, and as authorized to transact business in the State of Pennsylvania. The Bonds shall be approved by the Project Sponsor prior to execution of the formal Contract.
