Services
Wayne County Office of Behavioral and Developmental Programs and Early Intervention shall ensure that early intervention services are provided to all children who meet the specified criteria. A child is eligible for early intervention services in Wayne County based on the following criteria as identified from the MDE process:
- Documented developmental delay of 25% or higher of their chronological age in one or more developmental areas of cognitive development, physical development including vision and hearing, communication development, social or emotional development, and adaptive development.
- A developmental delay in one or more of the developmental areas of cognitive development, physical development including vision and hearing, communication development, social or emotional development, and adaptive development, as document by test performance of 1.5 standard deviations below the mean on accepted or recognized standard tests for infants and toddlers.
- Informed clinical opinion will be used when there are no standardized measures or the procedures are not appropriate for a child’s given age. The child is determined eligible when there is an aspect of the child’s development that is difficult to measure and the team has a valid concern regarding.
- A child may also be determined eligible based on a diagnosed physical or mental condition with a high probability of developmental delay. These children may not currently be exhibiting a delay at the time of the evaluation. However, their diagnosis puts them at risk for having a potential delay. Examples of conditions with a high probability of developmental delay are:
- Down syndrome or other chromosomal disorders
- Sensory, vision or hearing impairments
- Seizure disorders
- Fetal Alcohol Syndrome
- Microcephaly
- Metabolic Disorders
- Spina Bifida or other physical conditions
- Cerebral Palsy or other neurological disorders
